Shipping from China After De Minimis: Bulk Freight vs Parcels for Shopify and WooCommerce Stores

For years, the economics of dropshipping from China rested on one customs rule. Under the US de minimis exemption, parcels worth up to $800 could enter duty-free with minimal paperwork. A store could ship every order individually from China and still beat the cost of importing in bulk. That rule no longer works the way it did.

What changed

  • The US suspended de minimis treatment for goods from China and Hong Kong from May 2, 2025.
  • The suspension was extended to low-value shipments from all countries from August 29, 2025.
  • US legislation passed in 2025 repeals the exemption permanently from July 2027, so the change is not expected to reverse.
  • The EU is also phasing out its customs-duty relief for parcels under €150, with a flat per-item duty on low-value parcels from July 2026.

Customs rules are changing quickly. Confirm current duty rates and requirements with CBP, the EU's customs authorities, or your customs broker before you price products.

What it means for per-parcel shipping

  • Every parcel now carries import duty, plus the cost of the entry data and processing carriers charge for.
  • Parcels can be held while customs data is checked, adding delay to delivery times that were already one to three weeks.
  • The cost advantage of shipping orders one by one from China has largely disappeared for products that sell steadily.

How the bulk model works

Instead of shipping each order from China, you import inventory in bulk and ship orders domestically:

  1. Goods are produced, inspected, and packed in your branding in China.
  2. They ship by sea or air as one consolidated shipment, with one customs entry.
  3. Duties are paid once on the shipment, or handled for you under DDP.
  4. Stock is received by a 3PL in the destination country.
  5. Your 3PL's Shopify or WooCommerce integration pulls orders and ships them domestically, usually within days.

Comparing the two models

Compare per unit, including everything:

  • Per parcel: international postage + duty + carrier processing, for every single order.
  • Bulk: freight per unit + duty per unit + one customs entry shared by the whole shipment + 3PL storage and pick-and-pack + domestic postage.

For steady sellers, bulk usually wins on cost, and it always wins on delivery speed. Faster delivery also means fewer refunds, chargebacks, and support tickets, which rarely show up in a simple comparison.

When per-parcel still makes sense

  • Testing new products before committing to inventory.
  • Long-tail SKUs that sell a few units a month.
  • Made-to-order or personalized products.

Making the switch

  1. Start with the few products that make most of your revenue.
  2. Move to a real factory rather than a reseller, now that you're buying in volume. Our sourcing team can shortlist and verify suppliers.
  3. Inspect before shipping. Your customers are no longer the first to see the product.
  4. Choose a 3PL with a native Shopify or WooCommerce integration.
  5. Keep testing new products on dropship while proven ones move to bulk.

Our logistics service for Shopify and WooCommerce stores covers sourcing, inspection, branded packing, and duty-paid freight to your 3PL. To compare both models on your own products, send us your top SKUs and we'll price them side by side.

Frequently Asked Questions

Is the US de minimis exemption gone for China?▼

Yes. The US suspended de minimis duty-free treatment for goods from China and Hong Kong in May 2025, extended the suspension to all countries in August 2025, and passed legislation repealing the exemption permanently from July 2027. Low-value parcels from China are now subject to duties.

Is dropshipping from China still profitable after de minimis?▼

It can be for testing products and for slow-moving SKUs, but for products that sell steadily, importing in bulk to a domestic 3PL is usually cheaper per unit and delivers to customers much faster.

What is DDP shipping?▼

DDP (Delivered Duty Paid) means the shipper or forwarder handles customs clearance and pays duties and taxes before delivery, so the goods arrive at your 3PL already cleared. It's the simplest way for an online store to import without managing customs itself.
